MARINA’S COP requirements for mandatory training courses with their corresponding certificates of proficiency are now fully implemented. But there are still more. Manila 2010 Amendments also revamped the COP requirements for seafarers on board tanker vessels.

 

Aside from that, new certificates are introduced for seamen working on ships subject to the IGF Code and ships operating in Polar Waters. This is in accordance with Chapter V of the STCW Convention , 1978, as amended. For the industry to be in compliance, MARINA also issued requirements for COP on these updates.

 

For the purpose of this article, we will be focusing on the basic and advanced courses for seaman serving in tanker ships. Seafarers subject to the Polar Code and IGF Code will be discussed on Part 3 of this series.

COP Requirements for Tanker Crew

Here are the complete list of COPs and their application requirements for tanker personnel. This is based on MARINA STCW Circular 2018-04. It includes the documents needed for issuance and renewal.

 

Basic Training for Oil and Chemical Tanker Cargo Operations (BTOC)

This training does not require sea service to be issued a certificate of proficiency (COP). The seafarer must only take an approved course and present documentary evidence for issuance.

 

Documentary Requirements for Issuance

  • Certified True Copy (CTC) of Training Completion Records of Assessment (TCROA).
  • CTC Enrolment Report.
  • CTC Training Certificate.
  • Valid COP in Basic Training (BT).
  • SIRB Photocopy 1st Page or any government issued ID.
  • Valid Medical Certificate in PEME Format.

 

For Revalidation

  • Approved seagoing service for a period of at least 12 months in total within 5 years prior to revalidation on board Oil or Chemical Tanker OR,
  • Completed an approved Basic Training for Oil and Chemical Tanker Cargo Operations within six months before application for revalidation of COP. If you go for an approved training, consider adding these requirements.
    • Certified True Copy (CTC) of Training Completion Records of Assessment (TCROA).
    • CTC Enrolment Report.
    • CTC Training Certificate.
  • Last issued COP.
  • Sea Service Certificate from the Company or Manning Agency.
  • SIRB Photocopy of 1st Page and relevant entries.
  • Valid Medical Certificate in PEME Format.

 

Important: Renewal of BTOC COP only applies to Officers and Engineers. Ratings are not required to re-validate this certificate.

 

Basic Training for Liquefied Gas Tanker Cargo Operation (BTLGT)

Training course is 36 hours long. A sea service experience for at least three months in a Gas Tanker is required. If you have no sea service, an approved BTLGT training is needed for issuance.

Documentary Requirements for Issuance

  • Approved seagoing service for a period of at least 3 months on Liquefied Gas Tanker OR,
  • Completed an approved Basic Training for Liquefied Gas Tanker Cargo Operation. If you go for an approved training, consider adding these requirement.
    • Certified True Copy (CTC) of Training Completion Records of Assessment (TCROA).
    • CTC Enrolment Report.
    • CTC Training Certificate.
  • Valid COP in Basic Training (BT)
  • SIRB Photocopy 1st Page or any government issued ID.
  • Valid Medical Certificate in PEME Format.

 

For Revalidation

Advanced Training for Oil Tanker Cargo Operation (ATOT)

Training course is 60 hours long. A sea service experience and an approved training is required.

  • Approved seagoing service for a period of at least 3 months on Oil Tankers OR,
  • At least one month of approved on board training on Oil Tankers, in a supernumerary capacity, which includes at least three loading and three unloading operations and is documented in an approved training record book. If the three loading and three unloading criteria can not be achieved within the one month on board training period, then the period of on board training should be extended until these criteria have been satisfactorily achieved. AND
  • Completed an approved Advanced Training for Oil Tanker Cargo Operations.
  • Certified True Copy (CTC) of Training Completion Records of Assessment (TCROA).
  • CTC Enrolment Report.
  • CTC Training Certificate.
  • Valid COP in Basic Training for Oil and Chemical Tanker Cargo Operations (BTOCT).
  • SIRB Photocopy 1st Page and relevant entries.
  • Valid Medical Certificate in PEME Format.

 

For Revalidation

    • Certified True Copy (CTC) of Training Completion Records of Assessment (TCROA).
    • CTC Enrolment Report.
    • CTC Training Certificate.
  • Last issued COP on ATOT.
  • Sea Service Certificate from the Company or Manning Agency.

Advanced Training for Chemical Tanker Cargo Operation (ATCT)

This is similar to ATOT only that the type of vessel is different. Training course is 60 hours long. A sea service experience and an approved training is required.

Advanced Training for Liquefied Gas Tanker Cargo Operation (ATLGT)

This is similar to ATOT and ATCT only that the type of vessel is different. Training course is 60 hours long. A sea service experience and an approved training is required.

  • Approved seagoing service for a period of at least 3 months on Gas Tankers OR,
  • At least one month of approved on board training on Liquefied Gas Tankers, in a supernumerary capacity, which includes at least three loading and three unloading operations, and is documented in an approved training record book. If the three loading and three unloading criteria can not be achieved within the one month on board training period, then the period of on board training should be extended until these criteria have been satisfactorily achieved. Important: Revalidation of ATLGT COP is for Management Level only.

 

Just like other mandatory courses, the 6-month is also observed. COP application must be filed within 6 months after completion of the corresponding training. For the purpose of COPs requiring seagoing service,you must apply for a COP within 6 months after disembarkation.
